Facilities and Maintenance Supervisor

What You Will Do:
As the Facilities Manager, you will oversee the care, maintenance, and continuous improvement of WVCW’s
physical infrastructure across multiple sites (Enterprise, Joseph, and Wallowa). You’ll be responsible for
planning and coordinating facility upgrades, monitoring preventive maintenance schedules, maintaining safety
standards, and ensuring physical environments are secure, efficient, and functional. You will supervise the
Maintenance Specialist and collaborate with leadership and operations teams to ensure facilities support the
delivery of compassionate care in safe and welcoming spaces.
This position blends hands-on maintenance expertise with systems-level planning, budget tracking, and vendor
coordination. The Facilities Manager reports to the Director of Housing Solutions.
This is a full-time, 40-hour-per-week, on-site position. Some weekends or evening hours may be required in
emergency situations. Travel is limited and generally confined to Wallowa County.
Responsibilities:
Facilities Operations and Maintenance
Perform routine preventive maintenance and repair of building interiors/exteriors across sites.
- Track and complete vacancy-related unit turnover and inspections.
- Maintain up-to-date documentation of completed maintenance work at all locations.
- Oversee building systems such as HVAC, plumbing, electrical, alarms, locks, and access controls.
- Identify and schedule repairs requiring licensed professionals or vendors.
- Develop and implement facility improvement projects in line with budget and operational needs.
Maintenance Ticketing and Response
- Provide timely, courteous response to maintenance and facilities-related requests submitted through the
online ticketing system, by phone, or in person.
- Assess, prioritize, and complete repair or maintenance tasks based on urgency, safety, and operational
impact.
- Maintain detailed records of service requests, completed work, and recurring issues to support planning
and continuous improvement.
- Communicate clearly with staff to confirm issue resolution and ensure satisfaction with facilities
services.
Fleet and Equipment Oversight
- Maintain the fleet of agency vehicles, including scheduling service, detailing and ensuring inspections
are up to date.
- Oversee inventory of tools, parts, and supplies needed for routine and emergency maintenance.
- Implement systems for lifecycle tracking and budgeting for replacements or upgrades.
Seasonal Grounds and Site Maintenance
- Coordinate and perform seasonal tasks including snow and ice removal from walkways, entrances, and
parking areas to ensure safe access for clients and staff.
- Ensure weed control, lawn care, and general landscaping to maintain a clean and welcoming appearance
at all sites.
- Schedule and monitor pest control measures (e.g., insects, rodents) in collaboration with licensed
vendors as needed.
- Prepare agency vehicles for seasonal conditions, including the installation and removal of snow tires or
studs, and other winterization measures.
- Monitor and respond to seasonal weather-related impacts on buildings, grounds, and systems,
coordinating timely maintenance or mitigation.
- Ensure all outdoor areas and facility exteriors remain safe, functional, and well-maintained year-round.
Safety, Compliance, and Risk Management
- Ensure building safety, cleanliness, and emergency readiness.
- Respond promptly to urgent safety or repair needs.
- Identify, document, and mitigate potential hazards in all workspaces.
- Support emergency preparedness efforts in partnership with the Safety Committee (or designee).
Vendor and Contractor Coordination
- Source and manage vendors and contractors for maintenance, specialty repairs, and larger capital
projects.
- Ensure compliance with procurement policy.
- Ensure services are completed timely, safely, and within budget.
Facilities Budgeting and Reporting
- Track expenditures and ensure budget compliance for building and fleet maintenance.
- Prepare estimates and reports for repairs, upgrades, and facility planning purposes.
- Support long-term capital improvement planning.
Supervision and Teamwork
- Supervise and coordinate the daily work of the Maintenance Specialist and others as needed.
- Provide mentoring, training, and performance feedback.
- Collaborate with administrative, clinical, and leadership teams to ensure facilities support program
needs.
Skills/Abilities:
- Ability to maintain confidentiality and comply with HIPAA and other privacy regulations.
- Strong analytical and troubleshooting skills across a wide range of facilities issues.
- Ability to work independently, prioritize multiple demands, and solve problems with minimal
supervision.
- Excellent verbal and written communication skills; able to explain and update facilities issues clearly to
entire agency.
- Strong organizational and documentation skills with attention to detail.

Qualifications:
Required:
- High school diploma or GED.
- Minimum 5 years of relevant experience in facilities, property management, or building maintenance.
- Valid driver’s license and insurable driving record.
- Ability to pass background check.
Preferred:
- Technical certifications or licensure in electrical, plumbing, HVAC, or similar trades.
- Supervisory experience.
- Familiarity with OSHA standards and facilities compliance in behavioral health or nonprofit settings.
Work Environment & Physical Demands:
This role is physically active and performed in a variety of environments — from offices to residential buildings
and mechanical areas. Exposure to noise, dust, temperature extremes, and mechanical hazards is routine.
Requires lifting items over 50 pounds, climbing ladders, and working in tight spaces. Computer work and
administrative reporting is required. Reasonable accommodations may be made for qualified individuals.
