Location: The position will be located in Enterprise, Oregon Reports To: Wallowa Resources Program Director Category: Regular Full Time, 36 hours per week FLSA Status: Nonexempt Compensation: $60,000 to $90,000 ORGANIZATION SUMMARY Wallowa Resources (WR) is a community-based 501(c)3 nonprofit corporation, established in 1996 with leadership from Wallowa County Commissioners. Since then, WR has worked to bring people together to empower rural communities to create strong economies and healthy landscapes through land stewardship, education, and job creation. We strive to balance rural economic well-being with the stewardship and conservation of its resources, preserving each rural area’s heritage of making a living from the land. JOB SUMMARY The Community Energy & Economy Program (CEP) Manager performs a variety of duties in the following areas: (A) program administration, (B) program management & development, (C) project management, and (D) general. The CEP Program Manager reports to the Wallowa Resources Program Director. The CEP Program Manager directly supervises all CEP staff and contractors, and interacts as needed with the other WR staff members, Program Managers, WR Board members, outside consultants, service providers, and funding entities. The following duties are illustrative of those expected to be performed by the Program Manager. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES (A)Program Administration: 1. Supervise all CEP staff. 2. Prepare and submit invoices, perform AR and AP functions for project work on a monthly basis or as appropriate. 3. Develop and manage overall program budget. 4. Seek out professional development and training opportunities for all CEP staff. (B)Program Management & Development: 1. Build CEP portfolio of work with respect to capacity, focus, and breadth to achieve the program's mission as well as to diversify revenue streams. Manage existing programs, including Renewable Energy (micro-hydro, solar, biomass) community energy strategic planning projects, residential, Ag, industrial and commercial energy efficiency projects, as well as management of the campgrounds maintenance and trails maintenance programs on US Forest Service sites. 401 NE 1 st St, Suite A, Enterprise, OR 97828 www.wallowaresources.org | 541-426-8053 COMMUNITY | EDUCATION | STEWARDSHIP 5. Develop a communication strategy, implement program outreach plans to prospective clients, and provide input to the communications department for relevant monthly WR newsletter content. 6. Maintain and update WRCEP website and printed communication media. 7. Develop and maintain relationships with key program partners. (C)Project Management: 8. Develop projects and manage to scope, schedule and budget. 9. Develop and maintain relationships with clients and key project partners. 10. Seek project funding via grants, incentives, project proponent contributions, impact investment, commercial lending, etc. 11. Maintain grant/contract budgets and comply with all grant/contract terms and conditions. (D)General: 12. Maintain effective communications with the staff, management, Board of Directors and business partners of all Wallowa Resources companies. 13. Perform other duties as assigned. EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES The following are the minimum levels required to successfully perform the Essential Job Duties and Responsibilities. ● Ability to work independently and in a team environment. ● Solid time management skills; ability to handle multiple projects, meet deadlines, and function independently in a busy office environment. Must have demonstrated experience managing multiple projects at once. ● Must have three years of experience recruiting, hiring, training, and supervising staff. ● Must have three years of budget development and management experience. ● Must have three years of experience in fields where federal, state and local regulatory compliance is preferred. ● Must have one year of contract negotiation and management experience. ● Technical degree preferred. ● Shows excellent attention to detail, timeliness and organizational skills in his/her work. ● Proficient in computer programs such as Microsoft Word, Excel, PowerPoint, and Outlook. ● Experience making presentations, conducting workshops, and building strong relationships through networking with stakeholders. ● Excellent verbal and written communication skills, must be comfortable in group settings, and able to respond effectively and appropriately in stressful or conflict situations. ● A valid Driver’s License, with a minimum of two years driving under that license, and an acceptable driving record according to WR’s auto liability policy requirements. ● Ability to pass a pre-employment background check. 401 NE 1 st St, Suite A, Enterprise, OR 97828 www.wallowaresources.org | 541-426-8053 COMMUNITY | EDUCATION | STEWARDSHIP WORKING CONDITIONS Environment and Physical Requirements: The Program Manager works primarily in an office environment; however, the position visits field locations. Those outdoor locations are subject to a variety of extreme weather conditions, including heat, cold, rain, snow, wind, and dust. The position occasionally requires daily travel by car, with occasional overnight travel. The Program Manager interacts constantly with staff, visitors, program participants, parents, government agencies, and others. The position sits, stands, walks, bends, lifts, and moves intermittently during working hours. The incumbent must be able to lift, push, pull, and move files and equipment in excess of 25 pounds. Hours: Typical office hours are full-time from 8:00 a.m. to 5:00 p.m., Monday through Friday. The Program Manager may be required to work extended hours and travel on non-work days. The Program Manager may also be required to work a flexible schedule, including evenings, weekends, and holidays as necessary in order to attend community meetings and events.
