Chief Clinical Officer
What you will do: As Chief Clinical Officer (CCO), you will lead all behavioral health clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring client care is being provided in accordance with all clinical program regulatory requirements. The CCO is responsible for working closely with the CEO, CAO and COO in establishing and implementing the clinical vision for a comprehensive and integrated model of care serving all ages. Duties include establishing and monitoring all clinical service protocols and practices; performance management, coaching and mentoring of clinical staff; and collaboration with partners, payers and providers.
SUPERVISION EXERCISED: The Chief Clinical Officer oversees ongoing clinical staff development and collaborates with their team of Clinical Program Managers and Directors in program planning.
Responsibilities:
- Establish and address clinical goals utilizing a team approach for input, discussion and implementation while incorporating data and policy requirements.
- Monitor the performance of WVCW behavioral health providers in relation to clinical best practices and adherence to the WVCW's mission and vision. Make appropriate adjustments and modifications to clinical programs, when needed, to meet community and contractual needs.
- Ensure full compliance with clinical deliverables for all federal, state, Medicaid and other contracts and grants.
- When applicable, administer grant and/or contract rules and requirements.
- Monitor performance of behavioral health services staff to ensure productivity standards are consistent with best practices.
- Provide clinical leadership, guidance and mentoring to clinical program managers, staff and interns.
- Lead and manage the clinical leadership team and all clinical staff through recruitment, retention, mentoring, coaching, and supervision; ensuring staff engagement to meet organizational and program clinical goals and objectives. Ensure staff meet ethical standards including all appropriate Codes and Standards of Conduct and Professional Ethics. Ensure performance improvement plans are implemented when needed.
- Provide clinical oversight in the delivery of behavioral health services across multiple service areas, programs and overall service delivery sites. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs.
- Maintain awareness of trends in standards of practice for behavioral health providers. Provide assistance (directly or indirectly) in training staff in changes to protocols, treatment methods, and clinical intervention strategies for quality behavioral health service delivery. Actively participate in community networking activities as the key clinical representative and act as State Clinical liaison for all State association and grant efforts.
- Develop and maintain a collaborative relationship with allied agencies, funding sources, community partners and other entities, ensuring a broad, integrated system of care.
- Participate and regularly attend partner meetings to stay informed of new opportunities and requirements, community resources, new programming and related training. Keep staff informed of essential updates, changes or revisions.
- Participate in a variety of available clinical training related to professional development, inclusive of those that support the provision of health promotion and prevention activities to the persons and communities served by the WVCW.
- Participate and regularly attend scheduled and ad-hoc state and national association meetings to stay informed of new opportunities and requirements, resources, new programs and related training. Keep staff informed of essential updates, changes or revisions. Support the organization as needed.
- Share responsibility for clinical budget development and adherence
Knowledge and Qualifications :
- Graduation from a college or university with a Master's degree in social work, psychology, counseling or other related human service field equivalent is required.
- Licensed in Oregon as a Clinical Social Worker or Counselor or equivalent. Must maintain required continuing education credits for both Clinical License and Clinical Supervisor.
- 10 years of related experience in the field of public behavioral health or community program development, with experience in an integrated healthcare setting, with coordination of substance use, mental health and physical health treatment, preferred.
- Five years of experience providing management-level clinical leadership and supervision to staff.
- At least five years working within an electronic health record, health informatics preferred
- Strong history in public speaking and a demonstrated ability to represent WVCW to the public as well as internal teams.
- Experience working with underserved populations is preferred.
- Knowledge of Medicaid, Oregon Health Authority (OHA), SAMHSA and related Federal and State regulations to includes Oregon Administrative Rules (OAR's) and statutes preferred
- Knowledge of de-escalation methods or ability to be trained in de-escalation methods. Experience conducting crisis debriefs.
- Ability to adhere to WVCW's drug-free workplace which encourages a safe, healthy and productive work environment
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects; climb stairs several times a day.
- Must pass a pre-employment drug screen and criminal background check
- Will be required to carry a cell phone for work use.
- Must possess a current driver's license, pass a DMV background check and be designated an "acceptable" driver as outlined in WVCW's Fleet Safety Policy. Must be willing to provide leadership and services in the community.
